    "content": "Thank you, Hon. Speaker. I rise to second this Procedural Motion that has been brought by the Leader of the Majority Party, Hon. Aden Duale. The Leader of the Majority Party has been very hawk-eyed in terms of looking at whether the business of the House is in consonance with the Constitution. Article 3(1) of the Constitution, is very clear. It states:-"
