    "content": "No, Hon. Temporary Deputy Chairman. The spirit of this amendment is taking services closer to the people. I would like to support the Senate Amendment on the understanding that these offices are established progressively. When we talk of managing drought, we need to manage drought even where there is no drought. It does not mean semi-arid areas are the only ones which experience drought. So, I support the Senate Amendment on that understanding. Let us give opportunity to all counties to have initiatives and interventions that would prevent drought even where we do not have experiences of drought at the moment."
