    "content": "Hon. Temporary Deputy Chairman, we concur with the Senate on this amendment. Basically, this is about the composition of the directors of the National Drought Management Authority. The feeling of the Senate is that we should have an additional member who will represent the Council of Governors on that board. This is a very good position of the Senate, because under our Constitution, disaster management is a shared function between the two levels of government, the national Government and the county governments. For that reason, we agree with the Senate."
