    "content": "The first amendment is to Clause 4 which is basically on definitions. Here, the Senate was trying to bring a new definition for “community,” but we felt that definition is not holistic because it excludes people who are displaced. On that ground, we rejected that amendment. Similarly under definitions, which are in Clause 4, the Senate brought a new definition for the Council of Governors (CoG)."
