    "content": "Hon. Temporary Deputy Speaker, as I mentioned earlier, we received quite a number of amendments from the Senate. We did not concur with quite a number of them; there are a few which we felt we should reject. I will briefly go clause by clause stating our position. The first clause that the Senate amended is Clause 4. This is largely on definitions. The first definition is the one on “community.” We felt that the new definition that the Senate provided is not holistic enough. This is because while it captures so many aspects of community, it excludes people who are displaced, and this is very important in the mining sector. On this ground, we rejected it."
