    "content": "Mr. Deputy Speaker, Sir, I wish to remind Kenyans that when a person is born, he is issued with a birth certificate. When he marries, he is issued with a marriage certificate. When he attends school and completes his studies; he is issued with a school leaving certificate. We have available data in Kenya. Therefore, when it comes to the issuance of identity cards, it is very easy for the Government to do so because they have all the information that they require. Why do they say that they do not have sufficient information? There are also so many identity cards lying idle in the County Commissioners” offices and chiefs offices. What is the Government doing to make sure that identity cards are issued to the right people? I rest my case."
