    "content": "Mr. Deputy Speaker, Sir, some Members have stated here, that identity cards should be issued at birth. However, I state that it should be issued at the time one is applying to be registered for the national exams. They should apply in their respective schools to get identity cards so that they get them before they leave school. To me, that will reduce the cost involved in the movement of people from one place to another for registration. I, therefore, propose that students should leave high schools with their identity cards. Thank you."
