I think the Assistant Minister should have appreciated that people in western Kenya have delayed to plant their shambas because of the delayed rains. Is he aware that the western part of Kenya normally plants in February and now we are towards the end of March? If so, what plans did he have in place to provide the fertilizer in time?"
