    "content": "Mr. Speaker, Sir, I would like to acknowledge that the Ministry of Agriculture delayed in the procurement of fertilizer. From the word go we had not got the clearance from the Treasury; we obtained it on 28th January 2011. Subsequently, we were able, through the NCPB, to contract a trading company to procure fertilizer. I want to tender an apology on behalf of the Government for the delay in the fertilizer procurement."
