    "content": "Mr. Temporary Speaker, Sir, first of all, I congratulate the Committee which is headed by none other than Sen. Wako, whom we respect for the experience he acquired when he was Attorney-General and before. The Committee discovered one of the problems that we have in our county governments. There are many problems but I must say that it is important for one to wake up in the morning and suggest that there is something that needs to be done. I believe that one of the Members of a Committee of this House woke up in the morning and decided that there is need for this office. We do not need to elaborate about it so much, for example, in terms of its importance. You can have a very good lawyer and, in fact, you can even import a Queen’s Counsel (QC) to become an advisor to the county government. That is not the major problem; it is ignorance of members of the county government and the underground movement that is going on in all places with the governor heading all kinds of misdeeds.
