    "content": "Thank you, Hon. Temporary Deputy Speaker. Indeed, this Bill has overstayed. I agree with what Hon. Chachu has said as far as the issue of the 47 counties is concerned. As he puts it, all the 47 counties do not need an office because they have no drought. So, without much ado, I second so that we move to the Committee of the whole House. If we do not agree with the Senate, we will go for joint mediation. I support and second the Motion. Thank you."
