    "content": "Thank you very much, Hon. Temporary Deputy Speaker. This Bill is overdue. As you know, the country is vast and we have had serious issues of drought. We need to make sure that we manage the country with the resources which are available. We want the counties which are prone to drought to be put together so that we, at least, do not rely on relief food when drought sets in. This country has the potential to become food sufficient, we have enough resources and, at least, it is safe. So, it is to the advantage of all of us as a nation to move the necessary amendments so that this Bill is assented to by the President. This will ensure that this Authority is established Thank you, Hon. Temporary Deputy Speaker."
