"content": "Hon. Temporary Deputy Speaker, I agree with my brother that disaster management is both a function of the national and county governments. That does not mean that we amalgamate. In our CDF, we have emergency allocations. Does it mean that we mix the emergency allocations for the CDF with those for the county government? That does not mean that we amalgamate all the functions. We need to have a situation where, although the national Government must bear responsibility on matters of emergencies and disaster management, the county governments will have to manage their own disaster management programmes in the counties. Instead of introducing this part, the Senate should introduce a county drought management authority, which will have its own money and management. The national Government will also use it to manage its national drought programmes in every area that is affected by drought. I wish to support this Bill because the National Drought Management Authority is a body which has been supporting many areas, especially those usually affected by drought. Even in my constituency, I have several projects which were done by this Authority. Currently, this Authority is not properly funded and most of the projects it has been doing have stalled. It is high time we pressurised the National Treasury to release funds meant to assist in the management of projects being undertaken by this Authority. I oppose Clause 8."
