    "content": "In future, it is possible to have various sectors of the healthcare department fragmented in a way that helps in holistic management. All that can be done if you create a national health secretariat which coordinates the various bodies. I hope that is what the Health Bill will achieve; that you have one omnibus body that is in charge of various sectors that are in charge of management and how the professions are conducted."
