    "content": "If we say that we will only track those guns after a crime has been committed then, as we say in the medical profession, we will be looking at a post-mortem problem. We want to deal with this issue before it happens or during the time it is happening. Systems should be fool-proof. If they are fool-proof, then we do not need to worry that anybody is going to hack into them. We should know where all guns are at any given time, whether they are licensed or given to the police or our security officers."
