    "content": " Mr. Speaker, Sir, I beg to reply. (a) The Government has put in place measures aimed at allocation of revenue to county governments in accordance with the Constitution. The Treasury is working towards ensuring that the funds are available in the year 2012/2013 once the counties are operational. (b) The Treasury has constituted a working committee to deal with all aspects of physical decentralization, amongst them being identifying the necessary capacity for the county governments to fully function. The recommendations of this committee will facilitate appropriate deployment of staff and proper utilization of funds within the counties."
