    "content": "Mr. Speaker, Sir, first, I would like to encourage my brother, Senator number one, not to be so pessimistic about the work of the Senate. Many petitions have been brought to my Committee and we have done a thorough job. We have invited all the people involved and we have made very good recommendations, some of which have been acted on by the Government. For example, the Task Force on Tea has been gazetted by the Minister. This means that we are achieving something. Mr. Speaker, Sir, let me say that it is our duty as the Senate to encourage public participation in all the functions of the Senate. Under Article 118(1) (b) of the Constitution, one of the functions of the Senate is oversight and, therefore, it is our duty to involve members of the public and the civil society. We might not have the capacity to be in every corner of this country but when we get petitions like this, we should encourage petitioners to communicate with us."
