    "content": "the County Assemblies feel obligated to petition this House. They have the right to do that but the trend is disturbing. How can a member of the county assembly petition the Senate to discharge matters which they are supposed to do at their level? The county assemblies have become weak and, therefore, the Senate must step in. In this Bill, I agree that the Senate must confirm any dismissal of the county-attorney taken by the MCAs. I thank Members who contributed. We shall introduce some amendments at the Committee of the Whole."
