Members, as you go to the consideration of the business of the Committee of the whole House, I wish to draw your attention to the existence of the Supplementary Order Paper, in which, in keeping with the requirements of the rules, the Speaker has determined that the proposed amendments have the effect of negating the President’s reservations. Therefore, on all of those proposed amendments, you require a two-thirds majority to pass them."
