    "content": "Thank you, Hon. Temporary Deputy Chairman. The Members of the National Assembly have three roles: oversight, legislation and representation. Our role of legislation seems to have been eroded by the Executive. If there was a Committee headed by Hon. Langat which sat and looked at these things in detail and came up with recommendations, it is wrong for a small section of the Executive – who do not have legislative powers – to usurp the powers of this House. The President has the power to assent to Bills, but it should not be the case that whenever we pass laws, they are returned to this House through the back door for reconsideration. We need to be protected as a House. A Committee of this House sat and came up with these changes."
