It is very clear. If we have to make any amendment to this Presidential Memorandum, we must have a two-thirds majority. Hon. Members, I have repeated it many times. It is not like we have never raised a two- thirds majority in this House before. I would expect that by giving you sufficient opportunity to discuss, you would be running around getting the numbers so that you can overturn the deficit, if you so wish.
