The Order Paper was submitted before the Supplementary Order Paper had this agenda. So, the matter before us is the application of Article 115 of the Constitution on Presidential Referral and Assent. A serious Communication, which is on record in this House, has been given by the substantive Speaker. Let us not turn the House into something else. Let us debate and, if we get the numbers, we will vote."
