    "content": "Thank you, Hon. Temporary Deputy Chairman. What we are doing is very disappointing. We cannot preach water and drink wine. I support Hon. Langat’s proposal because Article 115 of the Constitution says that when the President has a reservation, Parliament may consider it procedurally. The procedure, in line with Article 118 of the Constitution, is that there must be public participation. The legislative authority of this country belongs to this House and not to the President. The Chairperson of the Departmental Committee on Finance, Trade and Planning has mentioned clearly that they met stakeholders on this matter and their proposal was to bring down the rates. So, it is important that whatever we do today, we must consider the input of the stakeholders as far as this matter is concerned. The Speaker’s ruling talks of the two-thirds threshold. It is high time we considered the two-thirds threshold to be of the Members present in the plenary. That is what we have to do because we cannot raise the numbers. We must consider the two-thirds of the Members present today. That is the right thing to do."
