    "content": "Clause 6 of the Bill proposes that the Cabinet Secretary in charge of petroleum will have the mandate to develop and publish an upstream petroleum strategic plan. We cannot go into that business in the event that Kenya becomes one of the nations that will produce that product. This is not mitumba business. The country must have a vision and a strategic plan on how to deal with Ngamia-1 . That is why Kenya and other regions within the East Africa are building pipelines, oil terminals and the infrastructure that is required in making sure that, that sector develops. So, Clause 6 talks about a strategic plan that will serve as a guideline for the implementation of the petroleum operations and will also give regulations to guide the sector."
