    "content": "The governance issues as to the powers of the CS in appointing even members of the Advisory Committee is wrong, to say the least. There are people there, but the CS has overriding powers over them. They double up. The same people, if you look at the composition, other than the five nominated members by the CS, are the same people sitting in the Advisory Board. For example, the Commissioner-General of the Kenya Revenue Authority. They are not the technocrats within the petroleum sector and this has to be taken into account."
