    "content": "Thank you, Hon. Deputy Speaker. In this country we have been exploring oil for a long time, but there has not been a proper framework to guide that exploration. That is why it is very important for us to enact this law. That is the very purpose why our Constitution emphasises that a law must be enacted to deal with petroleum exploration. This Bill is also coming at a time when this country has a lot of hope that there is going to be commercial quantities of oil or petroleum for development. The Bill seeks to develop a framework for the contracting, exploration and development and production of petroleum.
