I want to remind the Vice Chairperson and all Members of the Committee on Health that in addition to your mandate, which must be obvious to all of us, there is also Article 47, and I have said this from this Chair repeatedly. It states that:- “Every person has the right to administrative action that is expeditious, efficient, lawful, reasonable and procedurally fair.” Sen. Kittony, there is a word that is known as “expeditious.” You consider it to be expeditious that the question is answered five months after the only two machines in a public hospital broke down? That is not acceptable. The work of Parliament is to cause action. Therefore, if you cannot do so, do you expect the ordinary people to make it happen?"
