    "content": "Thank you very much, Mr. Speaker, Sir. I am a Member of the Justice and Legal Affairs Committee. I would like to join my colleagues to welcome our colleagues and friends from the two counties of Kilifi and Vihiga. Just to emphasize and underline the importance of that symbiotic relationship between the Senate and the county assemblies, and also the importance of capacity building that the county assemblies rarely have and that they can learn from the Senate. I would like to assure them and those that have not come for benchmarking in capacity building, that the Senate is ready, willing and able at all times to help where it can because we want to see devolution working for all of us. Mr. Speaker, Sir, it is important at this point as a Member of that Committee to request the two delegations to familiarize themselves very seriously with Article 185 of the Constitution which clearly states out the role of county assemblies, particularly on oversight. If that oversight role is not exercised at all times by the county assemblies, you will find that a lot of things could go wrong at the counties.
