    "content": "This again contravenes the provisions of Section 40(5)(a) of the Public Finance Management (PFM) Act, 2012 that requires any amount of revenue raised to be consistent with the approved fiscal framework and the Division of Revenue Bill passed by this House. So, the House cannot have one hand giving to the Executive and again through the Committee or Members withdraw the same resources."
