    "content": "Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to add my voice to the Statute Law (Miscellaneous amendments) Bill. From the outset, I rise to support this Bill subject to amendments. I want to be specific on some sections especially on those that touch on security. What this Bill proposes especially from Sections 17 to 30 is that the President may remove, retire, redeploy a Deputy Inspector-General at any time before he attains the age of retirement. This is an area that my senior colleague, Hon. Jakoyo Midiwo, was saying is unconstitutional. If you remember some few months ago when we had serious security issues in the country, everyone was saying: “The buck stops with the President or the Chief Executive Officer (CEO) of the country.” I believe that these amendments are meant to improve the security of our country and make decisions relevant to security very fast."
