    "content": "For the several incidences of insecurity that we had in this country, there has been a blame game between the senior officers in the security sector. This Bill seeks to streamline and make sure that the President as the CEO of the country and the Commander-in-Chief of the Defence Forces can ensure that security in the country is okay and Kenyans are safe. There is only one case. I do not know how it is going to be approached especially the case on the National Police Service Commission (NPSC). If you check the famous list of corrupt people that was submitted by the President to this House, you will find that the Chairman of the NPSC, Mr. Kavuludi was mentioned. I do not know whether the decision that the Chair is making when vetting some officers and sending them home is binding now or not. I believe Mr. Kavuludi should not be in office now and the decision that he is making should be null and void. That is subject to interpretation.
