    "content": "Mr. Speaker, Sir, further to all the questions that have been asked, I am interested in knowing how much of the amount that has been set aside to mitigate ElNino will be used towards harvesting the water knowing that 70 per cent of this country experiences arid and semi arid conditions perennially. Now that we know El Nino is coming, how much of the billions of shillings have been set aside to harvest the water so that we help counties like Mandera and other dry counties? Secondly, what mitigation and cushioning measures have been put in place to assist Kenyans living in informal settlements, especially in urban areas like Nairobi; riparian areas like Kibera and Mathare?
