    "content": "Mr. Speaker, Sir, I do not want to say that El Nino rains has started, but some areas in this country are facing heavy rainfall. Last week in Baragoi, we lost over 70 goats after two days of heavy rainfall. In 1997/1998, we suffered very many diseases in Kenya, especially in the former Rift Valley Province where we had the Rift Valley Fever. In North Eastern and parts of the former Eastern Provinces, we had the Blue Tongue disease which killed many livestock. I would like to get a response from the Chairperson on how the Government will mitigate against those diseases."
