Mr. Chairman, Sir, Sen. Orengo has raised a very fundamental point. I want us to look at it in a very rational manner. Many of us have been in this Parliament for a very long time. In many cases, when the President sends back a memorandum to the House – unless it is a serious transgression – Parliament has often accommodated the views of the President. When these Memoranda from the President came on the two Orders, they were, as it is required under the Standing Orders and Constitution, referred to Joint Committees.
