    "content": "Mr. Temporary Deputy Speaker, Sir, let me start by thanking you for giving me this chance. I appreciate and support the President’s Speech but before I go to that, I would like to request my fellow hon. Members that we ask ourselves where we have come from. This nation has travelled a long way since Independence. There are those who fought for the Independence of this country, whom we still remember and honour their work. We, in the Tenth Parliament, have been able to get a new Constitution for this country. The task ahead of us is very important and we must make sure that we accomplish it. The problem we have now is that whenever many Members of Parliament speak wherever they go, instead of speaking in one voice, there are lots of exchanges. I bequeath fellow Members of Parliament that as we deliberate on this important issue of implementation of the new Constitution, we appreciate that we have an important role to play in this country. Mr. Temporary Deputy Speaker, Sir, there is an issue which is really disturbing, and which is very painful. Our youths are very demoralised because they are highly educated but there is no employment for them. The kind of employment they are being given leaves a lot to be desired. The Kazi kwa Vijana (KKV) Programme is a total failure. That is why there is a lot of crime. Unless we, as leaders, sit down and see how we are going to tackle the issue of crime in this nation, however much the Government tries to bring it down, it will never end. I would also like to comment on the issue of pirating."
