It has to do with the fact that the Cabinet Secretary responsible for matters relating to finance is responsible for making regulations and that it should not be inconsistent with the Act in respect of this matter. Therefore, matters related to finance, whether they are being dealt with by the Attorney-General or anybody else, must be done in consultation with the Cabinet Secretary responsible for finance."
