Enacting legislation to allow only high capacity public transport to operate in the city; and 2. Creating regulations to:- a) Require all deliveries to business premises to be done at night; b) Require construction on roads that are in use to be done at night, and; c) Reroute heavy commercial vehicles to use the bypasses."
