    "content": "THAT, aware that Article 21(3) of the Constitution mandates state organs to address the needs of persons with disabilities; noting that this vulnerable group continues to face numerous challenges in getting access to the Uwezo Fund, the Youth Enterprise Development Fund and the Women Enterprise Development Fund; deeply concerned that there is no clear mechanism to ensure that persons with disabilities get their share of the funds; this House resolves that 30 per cent of each of these funds be channeled through the Economic Empowerment Fund under the National Council for Persons with Disabilities."
