"content": "If you look at the health legal framework, you will realise that we still have the Public Health Act which was promulgated in the 1930s and we have about 32 or so other Acts that go with it. The many Acts have been useful in a way, but the Public Health Act was just that. It did not take into consideration very much the provision of medical or clinical services. These other Acts actually attempted to do that. We must now look at the socio-economic, political and legal situation in which we are running our health services now. The most important thing is the Constitution. Article 43 (1)(a) starts with nothing other than the right to health of all the social-economic rights. I agree.
