    "content": "Going back a bit, I said that health human resource management is key. That is what has brought the big hullabaloo. I said there are many cadres. I actually meant that we need a Health Services Commission for management of human resource. Since that is not possible, we can put it in the Intergovernmental Relations Act. That matter is not in the Bill, but it is something we will deal with. Whereas we must conserve and protect the Constitution, we must be flexible to let things that are good for the nation be inserted without interfering with the Constitution and this is legally possible."
