"content": "One of the issues of devolution is that we have policies that have to apply across the country; we have standards that have to apply across the country. What I am seeing is that we are confusing policy enforcement and supervision to ensure standards with control. I would like to inform the county governments that we have one country and the running and execution of the health sector is theirs. As the Constitution is we cannot touch that, but they must accept that somebody has to go round and ask: “Is this being done according to the policy?
