    "content": "The Bill provides for protection of patients. It will ensure that their well-being, both at the public and private sector is taken into consideration. It will also ensure that a facility will not refuse to give emergency care to a patient just because they do not have funds to pay for it. We have also sought to bring an amendment in future where we would like to have a universal healthcare insurance. We agree that the body that would provide the universal healthcare coverage to this country is the National Hospital Insurance Fund (NHIF). We have given it the support that it requires."
