    "content": "Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. I have been sitting here patiently waiting for this opportunity to contribute to this Bill. At the outset, I want to say that this Bill is long overdue because health was precipitately devolved after the last elections. I believe this happened after the governors blackmailed or arm- twisted the Executive to devolve it at ago. Given that, the Health Bill should have come much earlier, in my view, within six months. In fact, this House should be informed that the Departmental Committee on Health has fought a serious war with the Ministry of Health to bring this Bill here, to the extent that we threatened to bring our own Bill. That is when the Ministry succumbed and brought this Bill in April this year."
