I have in mind a recent case where somebody who was involved in an accident was referred to more than five hospitals, but he was never treated. By the time that person started getting treatment, it was too late. He died. This Bill comes out very clearly and says that if you come in contact with a hospital or a dispensary, you should be given first-aid.
