    "content": "Madam Temporary Deputy Speaker, one of these groups is this group called the youth. We are urging that through affirmation envisioned in Article 55 of the Constitution, the time has come for this country to take affirmative action to ensure that the youth of this country are empowered through acess and provisions to allow them participate in our economic life. We do all know that we live in a country whose 70 per cent of its population is below the age of 40."
