    "content": "which performs better can perform. In this case, the counties can reach an agreement with the national Government, so that administration of staff remains a national function. As we talk now, nurses are operating under difficult situations with no protective equipment. They are overworked because of understaffing in most of the hospitals. I am surprised that in some counties including mine, Trans-Nzoia County, those staff that were employed under the Economic stimulus Programme (ESP) in the last two or three years, I congratulate the counties that have taken this staff on board. But my county has not employed them and yet there is shortage and need for staff. I call upon those counties which have not done so including mine to immediately engage the services of these personnel on permanent basis. With those few remarks, I want to say that this Petition is timely and we should look at it positively."
