    "content": "Mr. Deputy Speaker, Sir, I request the Committee to make a finding at a preliminary level that this Petition should not be before the Senate. Members of Vihiga County Assembly need to pay their taxes. Everybody’s allowances and benefits are taxed and it is a common application in this country. We cannot try and circumvent an obligation using this House. In the meantime, we need to see how best we can ensure funds belonging to Vihiga County Assembly are made available for service delivery."
