    "content": "Mr. Deputy Speaker, Sir, I am seriously disturbed by the content of this Petition. If you have noticed, I am not attempting to speak. A revelation that there has been freezing of accounts in Vihiga County is a serious constitutional issue. Under Article 225 (3) of Part VI of the Constitution it provides that:- “Legislation under clause (2) may authorise the Cabinet Secretary responsible for finance to stop the transfer of funds to a state organ or any other public entity”"
