The rule of thumb in any Parliament is that in a parliamentary democracy, parliamentary work takes precedence over any other engagement. How then shall we know that it is not out of contempt or impunity that the Cabinet Secretary has twice kept us waiting? Could I seek your indulgence, you now take it as the head of this Senate to prevail upon the Government, that Cabinet Secretaries must honour summons of committees of this House. It is something which is bigger than the Chairman because this is not only happening to his committee, but other committees are also falling prey to the same tactics."
