    "content": " Mr. Deputy Speaker, Sir, I accept the 15 minutes, let us start. I want to bring to the attention of the Chair and the House that under Article 115 of the Constitution, which I will come back to, it defines under Sub Article 4, the manner of disposal of the memorandum from the President. Before I come back to that, I want to draw the attention of the House and the Deputy Speaker to Article 122 (1) of the Constitution on voting in Parliament. It states:- “Except as otherwise provided in this Constitution, any question proposed for decision in either House of Parliament shall be determined by a majority of the members in that House, present and voting”. This is a general provision that in our usage and precedent in this House has not applied, because we have set ourselves a threshold, it is not about “present” and “voting”. We have indicated that for this House to go to a vote, we need to count a minimum of 24 delegations. Article 123(4) of the Constitution that deals with decisions of the Senate states that:- The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate."
